Craig Elliott admits that Shaw Lane Aquaforce cannot make real approaches for players until their actual destination is chartered.
Elliott has been speaking to prospective personnel, but his recruitment ideas may have to change depending which Evo Stik League they placed in.
Aquaforce are expected to be put into the Division One South, but that decision rests with the FA’s leagues committee.
Elliott told Non League Yorkshire: “It is difficult (to approach players) because we are not 100% sure which league we are going to be in.
“If we go in the South, things may change, but I don’t know. We will have to see.
“I think we will be in the South personally, especially with what has happened in there.
“I want to go in the North if I’m honest because I know the league and know the teams.
“I also think the travelling is easier in the North, but that’s maybe because I don’t know the South.
“But then again, I like going to new grounds and I haven’t been to a lot of grounds in the South.
“That’s the exciting thing for me.”
The Toolstation NCEL Premier Division champions secured the title with one game to spare after an exciting race with Worksop Town and Tadcaster Albion.
Elliott now plans to keep his faith in his players who guided them to the summit.
“I’m hoping I won’t have to make too many changes,” he added.
“Players are players and they are all going to have offers, some from clubs higher up.
“I’m hoping a lot of them stay to be part of the journey after seeing what we have here.
“Usually with promotions, a group of players and people stay together for two or three years and get back-to-back promotions.
“I’m hoping that’s the case because the players I have got are good enough to play in the next league.”
