Toolstation Northern Counties East League chairman David Morrall has given clubs that want an extra promotion spot in the Premier Division fresh hope.
A second promotion spot in the Premier Division or a play-offs system to feed more clubs into Step 4 has been long advocated, but introducing either option right across Step 5 is incredibly complex.
To accommodate new promotion spots to Step 4 leagues, a radical plan would be needed.
Mr Morrall, a member of the National League System committee, said: “The situation is being looked at by the FA and being considered again.
“However, it is going to be very difficult to introduce.”
The issue is just one of many topics that the NCEL have on their agenda.
The NCEL has been chosen to be part of a pilot scheme which will see them run an elite under 13s league known as The FA Regional Leagues – starting in 2017.
The league is expected to consist of 12 NCEL teams – six from the West Riding County FA and six from the Sheffield & Hallamshire FA.
The project is aimed at keeping players released from professional clubs at the age of 13 in the game.
The NCEL is asking for clubs to register their interest.
Mr Morrall said: “It will be a massive commitment for any clubs wanting to get involved.
“There would be massive stipulations as well, such as the state of pitches and the standard of coaches too.”
Mr Morrall also confirmed that the fixtures for the Premier Division and Division One are another ten to eleven days away.
The NCEL has to wait for the Evo Stik League to start organising their fixtures because ground-share agreements at Bridlington Town and Farsley Celtic.
